So about missing the que....

I personally think one of the most annoying things is trying to get a que were everyone accepts it when it pops up. If you don't understand what I am trying to say, what i mean is when the accept or decline pops up there is always that one guy who is just afk or not paying attention in spite of Hitting searching for a que. I wanted to know if we could implement a system were the person is unable to join a que for 2 or 1 minute (s) because of not paying attention when other people are active and alert?
