Where if his ult is the finishing blow he does his laugh emote.

I thought he did? Well every time I've seen Veigar kill with his ult he always laughs. Maybe it's just something Veigar players do.

It works just fine assuming you kill them with the ultimate.
I'd rather Veigar have his old ult back
