Question about stacking slows

I was just wondering how is the change to slows going to interact with slow related items? For example if only the strongest slow applies, what if you use Skarner's E with Rylai's, since the slow of Skarner's E is stronger than the slow of Rylai's does that mean Rylai's does nothing?

It seems like a huge nerf to the gold value of a lot of items. What if you spend money to buy a Randuin's but now the active does nothing because a stronger slow is used consistently?

As I understand it, the stronger slow is the only one that takes effect but I assume that the debuffs themselves still go on and expire normally.

Say you have two effects. Let's make up some numbers.

Slow A: 60% for 3 seconds Slow B: 40% for 4 seconds

You get hit with Slow A. 2 seconds later, you get hit with Slow B. Assuming that they still allow the debuffs to go on your Champion (but only the strongest one applies) then for the first 3 seconds, you'd be slowed by 60%, then for the remaining 3 seconds (since Slow A would expire, and Slow B would have 3 seconds left), you'd be slow for 40%

So there are some cases where your weaker slow will "do nothing" (if it expires before the heavier slows do) but that just means you need to string your slows instead.

So if you buy a Randuin's you need to use it at a good time.
