What if ALL melees had the morde W passive where they don't get xp penalties for farming?

Because all of the melee champs either go top/jun/mid or support, it's not going to affect the meta too much and even in the support role, you are not going to be stealing farm apart from to proc shield. And in team grouping stages, the ranged champs always have priority over the wave with their range anyway.

It will just push those who are xp reliant to have an incentive to go in a duo lane bot (can't think of examples from the top of my head) but not by much. Just a little nudge in freeing up that botlane adc + support combo a bit more.

What would be the point of morde's W passive effect then? If everyone has it, then you just took away one of Morde ADC's most defining features.

Would open up kit power to define him around things that are actually interesting.

It would not open power budget for him, instead restricting power budget for literally every Melee character who would have free reign potential for abuse.

Attach it to a Melee-only starting item maybe. An exp variant of item 1083 , or attach that passive to cull itself for melee users. Morde taking it would stack with his own increase of course. Don't make it a universal mechanic though.

I still think they need to go the route where ranged autos do less the further away from towers they are (make it so that if you're within a creep's range of autoing a tower you deal full damage, but do up to half at max range). While it wouldn't fix the whole "ranged characters poke out melee ones" thing, it'd balance out the sieging aspect so that ranged characters actually have to kill their respective botlaners instead of just tiredly chipping down their tower.
