Summoner Spells

summoner 14 Revert it to its values at the beginning of the season. It was strong enough then. summoner 3 Increase the damage reduction from 40% to 50%. You know this spell is weak when even Soraka is running Ignite instead.

Lethality

item 3134 item 3142 item 3147 item 3814 Lethality is now a named unique passive. If you buy multiple lethality items, you will only gain its bonus from one of them. Stats increased on all items. item 3134 no longer grants 40 bonus damage after killing a unit. item 3142 active movement speed increased to 40% from 20%, now decays over the duration. You are now ghosted for the duration of the active. item 3147 no longer grants bonus on hit damage. Passively lights up if you are in vision range of an enemy ward, changing colors if you are facing that ward. Blackout is now an active ability that releases a cloud of smoke in a 300 radius around you. In the smoke, melee users one shot wards (ranged users gain 50% attack speed against wards), and enemy champions are afflicted with nearsight. item 3814 channel time decreased from 1.5 seconds to 0.5 seconds. item 1400 Now builds out of a serrated dirk. Costs more. Passively amplifies your damage by 15% for your first 4 seconds in combat. item 3252 can be built into Warrior for cheaper than a serrated dirk, but you have to fulfil its poaching requirement to unlock the passive.

Crit

item 3095 removed passive guaranteed crit. Now grants 20% crit chance. Now grants its speed boost on any critical strike. Can now be activated for an AA-reset that empowers your next auto within 3 seconds to be a reduced crit. Cannot crit while the item is on CD. Item can be sold for a greater % of its value than other items. 20 second CD, but is refreshed if you remain out of combat for 6 seconds.

Runes

Scorch: No longer deals damage. If the rune is off CD, your next spell cast against an enemy champion will lose 5% of their current HP for 4 seconds, revealing them for the duration. If they survive that long, they get their HP back. Zombie Ward: Removed damage boost. Ghost Poro: Removed stat boost. CD refunded when you kill a ward. Eyeball Collector: Removed stat boost. Stacks grant increased sight range, causes your vision to linger for 1 second after leaving an area at max stacks.

Eh eh couldn’t help but notice you missed several other classes. If you want to trim down damage it needs to happen globally not just to the things you dont like. Also ignite definitely wasnt strong enough seeing as most champs didnt take it unless you had to. While i dont feel it needed to be buffed they could have just nerfed teleport

The point isn't to nerf any specific class, with the exception of ignite users. These changes are supposed to be power neutral, replacing brainless increases in damage with some utility you can think about using.

Ignite was balanced. You could run it for lane pressure but you didn't have to. Now, ignite is strong enough (and its competition is weak enough) that you basically have to run it. When I decide I want to play a chill game of Soraka, I will get flamed for taking Exhaust instead of Ignite.

Lethality is getting changed because it and the items that have it are problematic. I don't think anybody would seriously consider the current state of Wukong to be healthy, and that's exactly what these changes are trying to prevent. This would make it so buying two of them is inefficient, but their active components are worthwhile enough that you just might go for it in some cases. Hell, this also goes a little ways to increasing the number of items marksmen can purchase. While you probably wouldn't rush any of these, a spell shield on a 0.5 second delay is going to be pretty strong in mid game fights.

Domination is not strictly an "assassin" tree. This also reduces the damage output of any champion who runs domination primary (Bard, Jhin, AD J4, Hec, Taliyah, Zoe, a certain Ivern build, etc) The heavy hitter in the category, Electrocute, is still very much present, so champions who need damage from that specifically will be fine, it's just that they won't be getting an extra 90 combined damage from Cheap Shot and Zombie Ward.

Stormrazor is an item nobody likes. This makes it slightly less abusable by Jhin (I hope, but then again it would give him an aa reset) and gives other champions buying it something to look forward to.

while we;re at it, can we revert item 3031 ?

The current state of ADC itemization being horrible doesn't make the prior one good.

It was changed for a reason.

We need to move to a state that is actually good, not regress to one that was slightly less bad.

Exhaust is not weak. It's just only good on supports who are actually going to be close enough to use it - so basically just Braum and the engage supports. Other supports can't use it effectively because they're typically too far to apply it immediately when the enemy duo goes in.
