that means 56 are below. and if you do the math that means 58% of the champs are above 50% win rate and 42% are below it. and if you wanna go a step further with it.. and say % of champs above 51% win rates that # drops alot leaving 49 champs above 51% win rate ( only in certain roles )
so about 37% of the champs are above 51% win rates
56 champs below 50%
28 champs between 50% and 50.99% win rates
49 champs above 51%
so one could conclude that majority of the champs are below 51% win rates
and we start to look at play rate then it would indicate more champs are balanced then over powered.

He's op and has a terrible win rate because newbs and fanbois instalock him. So basically, you're logic is flawed in thinking this is simply a balance issue. The way I see it is that Caitlyn is a healthy AND popular champ right now. Lucian used to be in the same boat until the nerf bats came and Jinx or Twitch, or whoever became fotm. People are going to play who the pros play and that's who gives the greatest edge and of course the nerf cries come in droves by certain mains who don't get their way.
50% - 55% win rate is fine. If it gets above that then you may have a point but even 15% is stupid low. 17% - 20% would be a much better indicator.

You have to take into account things that can't be put into numbers, like the current metagame and such. Buffing Vayne if she was struggling during a non-tank meta, for instance, would be a terrible idea.
