When bard collects ten chimes, he gets 1 MS

So... Considering that Bard is a roaming support and needs to get around with a certain monk getting more ms than him, I think instead of getting a short burst of speed, every ten chimes, he gets one ms. Considering at around 40 minutes, bard usually has 60-80 chimes, he would have around 336-338 ms

This would let him get away and chase a bit better
