What exactly are the punishments for intentionally leaving a ranked game?

Just this game I had a Vayne leave within 3 minutes, intentionally. She rage quit because her "internet connection was bad" and said if we didn't like it, she'd leave. So she left. Her support, Alistar, then left too. We lost within 13 minutes. Extremely frustrating, as I'm trying to get this account into plat with my other. Needed that win to get into silver promos, but now I'm on 60LP again.

Got me thinking, I'd like to know the severity of punishments for intentional AFKs. In my opinion, if you leave intentionally, it should be a 3 month ban. It's second only to intentional feeding/trolling, which should be permanent. Now, I doubt that these bans are anywhere near as lengthy but I was wondering if anyone knew? It'd make me feel slightly better knowing that the "Report for AFK" option actually did something and the offender received a worthy punishment.

Wasn't sure what section to put this in, so it's gone in the general gameplay one.

There's no penalty unless they do it regularly.

Even when they clearly left the game maliciously and not because of external factors or network problems, there's no penalty for the first time.

It's not about you, it's about reforming the abuser, which means there aren't harsh penalties at first.

There can't be too harsh of a punishment (like a three month ban) because the system can't really tell the difference between a legit ragequit and a disconnect. People report for legitimate disconnects all the time. Personally I don't report unless there was verbal proof in chat that they were going to ragequit, but not everyone is like me.

How do you prove you left intentionally vs not intentionally?

"I didn't leave intentionally, my dog ran over and knocked my computer off my desk and it shut off!"

Or what if someone had a real life emergency that they had to leave for? You think they deserve a 3 month ban because they needed to rush to the hospital from a family member being hurt? (Someone in my game a while back said they had to leave due to this)
