Blood Razor is a worthless enchant.

why would no one buy it? I'm fairly certain are all still going to get it.

also 3%max hp? so like 30 per 1k hp. so basically it makes it slightly weaker(per on hit) only against adcs and mids who don't grab a RoA/Rylais. it doesn't phantom hit anymore? no but guinsoos does now.

Late game power its about equal (as far as the overall build of auto attacking master of destruction) but they took away the "I only farmed jungle until 20 minutes, now I have a sated devourer and a rageblade, watch them flail for the next 15 minutes as everyone else tries to catch up to my powerspike."

so yes, its trash when looked at by people who only want "balance" that's positive for them and negative for everyone else (like zed) but overall item health wise, its a good move. Hell, these are all still failed reissuings of the horror that was feral flare.

Still more balance-able than Devourer.

Balanceable as in it's trash and no one will buy it, sure.
