Skill Expression has been dead since Season 7
Most of the "problem" champs in the game are champs that don't have periods of weaknesses, have free, uncostly mobility or get free damage of some sort. This is a clear problem in League, NOTHING has drawbacks anymore, the modern champions don't have actual weaknesses and no MEANINGFUL limits to their mobility or damage.
This absolutely effects skill expression, two 
's are going to play EXACTLY the same, build EXACTLY the same etc. How is it skillful just to copy somebody else? Nothing works in ANY lane except for the OPTIMAL picks because the gap between OPTIMAL and SUB-OPTIMAL is so wide, you get a MASSIVE disadvantage for playing off meta.
People say this game is stil "diverse" but when EVERYONE is overpowered, that creates additional problems. Damage is way too high and this means that plays don't seem as skillfull as they were pre-season 7.
This game is NOT Fornite... stop trying to appeal to that dumb generation riot and look after your core audience of RTS and Strategy fans first.
ect. Are annoying but they are on the more difficult side to play. These arnt just pick up and play champions.
