why do people keep saying runaans is garbage

Here's an example: your stats are 100 ad and 1.0 attack speed (1 auto per second). Would you prefer A) 200 ad at 1.0 attack speed B) 100 ad at 2.0 attack speed
Now you can argue that they have the same dps, however relying on attack speed for damage is generally more risky since it requires your champion to interact with the enemy for an extended period of time. With 200 ad, you can auto attack from max range then retreat to avoid retaliation. That's why ruunas is a poor choice as a first item. This player has extensive knowledge of the game and can build how he pleases.
In Kalista's case, the attack speed boosts her movement, giving her gap closers, skillshot dodges, and the ability to kite or retreat from sure kills.
It's clearly stronger.
I doubt very seriously that annie "carried" here. Most of those awesome moments for annie got where they were because of kalista's ult and good team coordination (possessing headphones, mics, and voice chat apps, woo). You know, the kinds of things that get you to the top anyway.
Both players were operating at 100%, and the Hurricane did give an edge to kalista. It was the right build for the game.
Normally the infinity edge is the absolute best item for the ADC. That's because attack damage is the best stat and attack speed just below that, but the critical chance stat is dramatically undercosted, pushing the edge into the #1 spot. Kalista's the only champion that changes that, because attack speed is her #1 stat and for her, it's dramatically undercosted. She gets so much more mobility than she needs from it that it's arguably too much, and pushes her into a state where she can easily jump too far and get out of position. Very talented players can avoid that while still taking advantage of the advantages, and this is a good video of that.
Well the bottom line here is that attack speed is a good choice for kalista. So why not go botrk first? It gives you as, sustain and tank killing capabilities. I actually always go for shiv as a first item on kalista with 2 dorans blade for optimal ad and sustain. Works wonders for me and the shiv passive guarantees a decent trade against heavy hitting champions like Draven, who hard counters her.
Shiv is another one of her top picks; She gets the attack and the move stack for the shiv on every single spear toss.
It comes down to your matchup mainly. That, and sometimes you just want to keep people on their toes.
Kalista is really the only champion that utilizes it well. You could make arguments for Varus and Teemo as well, but Kalista's E takes all spears and deals damage to those they are pulled from giving massive incentive to build the item for it's passive. Teemo can just blow up targets with high attack speed single target and move on to the next, Varus can't really effectively pop multiple blighted quiver stacks unless his enemies line up or pile up. So until recently it's been a noob trap.
Don't forget Jinx. She still gets the rocket explosions with Runaan's.
But she need critical chance and has only 6 slots. Kalista has tons of damage even with 0 critical chance because of her E.
I wasn't saying that Jinx uses Runaan's better than Kalista. I was saying that Jinx uses Runaan's well enough.

it does well on ad kog
While sure it works on them and they attain some benefit, it's not an efficient item for either of them. There are more beneficial items available for all of them. Just like for my examples there are better items for them. I can't remember the last time I saw people successfully build Hurricane on any champions other than Kalista, and for Kalista it's basically a necessary item in order to do relevant damage to the enemy team.
How is it not an efficient item for Kog'maw or Jinx? As a rule, Runaan's scales well with anyone who needs attack speed and has prominent on-hit effects.
Jinx's only steroid is an AS steroid that only applies to her short-range gatling gun. Nearly doubling your total AS and the multi-rocket burst is actually really powerful. I'm not out to say it's the best thing Jinx could ever buy, ever, but it's definitely a strong option for her.
Kog'maw, likewise, only has one offense steroid, and it's a very small, passive AS boost. And then there's Bio-Arcane Barrage, which does %HP damage on-hit. AS buffs on-hits. Again, not the unequivocal best option for him every game, but definitely strong.

You're saying literally what I said. There are far more optimal items to purchase as such it's less efficient than those items would be. I can see Runaans if your entire team is single target dmg, which it typically never is, but there's that chance.
No, I'm not saying what you said.
I said, "It's a strong option. Not the absolute best, but it's powerful."
You said, "It's not efficient for them because there are better options."
I'm implying that it's a valid choice, if a bit niche. You're almost saying it's worthless.
Just because it's not a first-buy item on every marksman doesn't mean it's an invalid choice.

What I'm saying is that if I'm going to drop 2400g on a Runaan's I'm going to wait for an extra 15 seconds and buy Statikk Shiv, or a even little longer and get PD.
I genuinely cannot think of a situation where I'd build Runaan's over either of those items, or any other typical item in a standard ADC build. Unless the entirely improbably situation of your team having zero wave clear arises. Even then I'd settle on Statikk Shiv because with no wave clear your team better be grouping up. So with 5 people, the lack of wave clear becomes quickly irrelevant anyway.
So yeah, to me it is almost worthless.

it applies devour stacks, so kayle in the jungle is vicious with it.
Kayle
I am sure runaans is a good item on kalista.
It is a niche item. only certain champs can take advantage of it. On hit stacks on it so yea, I LOVE this item for jinx. You can drop an entire team in a second with q ramped up then a switch to her bazooka.
I love hurricane. One of my favorite items period. Also get told it's crap, but I only buy it after I.E. and another damage item, but this item is SO much fun it's worth whatever you lose out on.
it's not garbage on kalista and that is all thats important
It lets Kalista attack-move spam without getting screwed over by Riot's awful prioritization scheme.
She has no steroids.
None.
Her only DPS tool is Rend, and Hurricane lets her spread Rend stacks all over the place and systematically execute champions with it. And also? Rend only scales with AD and IAS. Hurricane also effectively doubles the power of any Lifesteal you buy on her, which is why Bloodthirster is the followup.
Runaan's isn't garbage, it is niche. Kalista fits that niche perfectly, because she needs AS and applies her damage in the form of a stacking on-hit effect, as do the other two utility ADCs (Varus for blight stacks, maximizing his % HP damage. Ashe for frost shot to perma slow the whole enemy team and supply much needed AS). On champs like Ez or Vayne or Lucian though, it is pretty worthless.
It's pretty situational, there are a few champions that it works really well on like Kayle, but in a regular ADC build you give up crit chance using it as your attack speed item.
It is a very one-purpose item unlike other items like Infinty Edge and Bloodthirster that provide very powerful, but wide use stats and passives. Infinity Edge is also the ultimate damage increase.
