[Item] Blight Tether

Jack here with another item series for tanks and bruisers - Blight Tether. The image would be a simple rusty chain.

UNIQUE Passive - Oppression: Basic attacks reduce the target's Attack Damage by 4 for 3 seconds (stacks up to 3 times).
A neat little Health-Attack Speed item for tanks and bruisers, which reduces the damage enemies deal, including monsters, so junglers could also buy it :)
I remember Ionic Spark was removed because the stat combo was so awkward, but it's been almost 2 seasons now, and there are far more champions that could make use of the combo.
What? You want me to count them? FINE! Picture time:

These guys, at the very least, could make use of the item, assuming they've already bought an offensive source.
And anyways, there've been items made for less champions. I don't know which, but I bet there has.

Grumblenug (2650 Gold)

+25 Magic Resistance
UNIQUE Passive - Oppression: Basic attacks reduces the target's Attack Damage by **3 **and the total damage they deal by 1% for 3 seconds (stacks up to 5 times).
UNIQUE Active: Deals 38 - 110 magic damage in a thin cone in front of you and silences enemies hit for 0.1 seconds per stack (90 second cooldown). Afterwards, for 6 seconds, you and nearby allied champions gain 10 Ability Power for each enemy champion damaged (1100 Range).
This would be the anti-mage version, it reduces total damage dealt instead of only Attack Damage and it can silence for up to 0.5 seconds.
However, the stats are rather mediocre and the item all in all is extremely cost inefficient.
The stats are worth 2051 Gold, meaning the passive and active effects have to be worth 600 Gold for the item to be cost efficient.

Next is the ... uhm .. not-anti-mage-version.

Anchor to the Depths (2900 Gold) (Melee only)

+30% Attack Speed
UNIQUE Passive - Oppression: Basic attacks reduce the target's Attack Damage by 5 for 3 seconds (stacks up to 4 times).
UNIQUE Passive: Every third basic attack against a same target deals 24 (+2 per level) bonus physical damage and slows the target by 99% for 0.5 seconds. This slow effect cannot trigger on a same target more than once every 8 seconds.
A tankier, less cost inefficient version with more CC. So maybe it's the anti-marksman version?
Nevertheless, it's very similar to Nautilus' passive, and I imagine it would be core on him.
Just imagine: Root - Attack - ROOT AGAIN MOFAS!!! Muahhahahahahaha!
Other than that, the bonus physical damage works well with Life Steal and Crit Chance, so it's perfect for people like..

However, this version is melee only, since people like Jinx could abuse it so no end. Health, Attack Speed and bonus physical damage on every third attack?
No, thank you.
They can buy the other version instead, as Marksmen do struggle with Mages and since they can use the active against assassins, like Fizz or Kha' Zix.

Mystic Chain (2400 Gold) (Ranged only)

+250 Health
UNIQUE Passive - Oppression: Basic attacks and single target spells reduce the target's Attack Damage by 3 for 3 seconds (stacks up to 5 times).
UNIQUE Passive: Every 12 seconds you gain a stack (maximum 2). Basic attacks against enemy champions consume a stack to root them for 0.5 seconds. This root effect cannot trigger on a same target more than once every 5 seconds.
And finally the ranged only version, which I think would be somewhat niche. You could buy it as Marksman or Support or Mage even for the quick root, and to better land your combo, or to make sure your team can land its CC.
It's a unique item that you'd just have to try out to make work.
