[YOUSOCONCEPT] Gobomba, the Voodoo Idol
The lack of a real Voodoo Champion in League has always struck me as... odd. You'd think Riot would have one by now. Perhaps they were afraid of offending people or of being too stereotypical? Well, Blizzard didn't seem to have that problem, now did they?
Guess it's up to me to give them something to start with.

General Concept
Gobomba is what I call a "disruptor support". He is not a true tank like Alistar or Leona, nor is his playstyle quite like Thresh. Gobomba's specialty is debuffs and curses, afflicting the enemy with various maladies that screw up their ability to fight, giving his team an advantage. He doesn't have the damage scaling to compete with main mages, but some of his utility will scale with his ability power. Though decently tanky, he is not a real tank by any stretch, lacking the durability of Champions such as Taric or Braum.

P - Bad Mojo
Gobomba's basic attacks inflict a 80% slow on his targets for 2 seconds. This slow rapidly decays to 0% (+15% per 100 AP) over its duration, to a maximum of 80%. This effect cannot reoccur on the same target within 10/8/6 seconds.
Q - Visage of Horror
First Cast: Gobomba begins channeling wicked spirits, gradually increasing the range and damage of Visage of Horror over the next 1.5 seconds. Gobomba can still move while channeling, but cannot attack or use his other abilities, and his movement speed is slowed by 15%. After 4 seconds, Visage of Horror is automatically cancelled, going on full cooldown and refunding half of its mana cost.
Second Cast: Gobomba releases horrific spirits all around him (225-450 range based on charge), dealing 40/60/80/100/120 - 80/120/160/200/240 (+0.5 AP) magic damage (increases with charge time) to all nearby enemies and inflicting fear for 1.25 seconds.
14/13/12/11/10 second cooldown. 60/65/70/75/80 mana cost.
W - Shrunken Curse
Gobomba tethers himself to target enemy Champion, dealing 50/95/140/185/230 (+0.8 AP) magic damage to it over 2 seconds. If Gobomba remains within 475 range of the target for the full duration, it will be shrunk (re-skinned Polymorph), rendering it unable to attack or use abilities, reducing its base movement speed by 60, and causing it to take 10% increased damage from all sources for 1.25/1.5/1.75/2/2.25 seconds.
16/15/14/13/12 second cooldown. 70 mana cost.
E - Hex
On-ally cast: Gobomba places a shield on target ally, absorbing up to 80/120/160/200/240 (+0.6 AP) damage for up to 4 seconds. While the shield holds, enemies who attack the shielded target have their attack speed reduced by 20/22.5/25/27.5/30% for 1.5 seconds.
On-enemy cast: Gobomba curses target enemy, dealing 80/110/140/170/200 (+0.4 AP) magic damage and marking the target for 4 seconds. Allies who attack a marked target receive 20/30/40/50/60% increased attack speed for 1.5 seconds.
10 second cooldown. 60/70/80/90/100 mana cost. 600 casting range.
R - Big Bad Voodoo
Gobomba releases a terrible curse around him for 10 seconds (aura effect), dealing 40/60/80 (+0.1 AP) magic damage per second in a large area around him (400 range) and reducing the physical and magical damage of all affected enemies by 15/20/25% (+1% per 40 AP) during this time.
100/90/80 second cooldown. 100 mana cost.
Background (in-progress; jot notes for now)
- Gobomba is the name of an evil Voodoo god worshiped by a now-extinct tribe that once lived in the Plague Jungles.
- Long ago, the tribe was attacked by a war band of outsiders, who threatened to annihilate the tribe. The tribe's shaman appealed to the other Voodoo gods, but their blessings were not enough to hold off inevitable defeat.
- Knowing the tribe would be wiped out, the shaman held a ritual to Gobomba as a last resort, just as the invaders entered the tribe's last village.
- When the shaman was struck down, the giant wooden statue of Gobomba was brought to life. Angry at the invaders, Gobomba unleashed a terrible plague that not only wiped out the invaders, but also the tribe.
- Gobomba returned to his dormant state, where he remained for centuries until an explorer (not Ezreal, sorry) discovered the statue and disturbed the god's slumber. Furious, Gobomba killed the explorer and his crew, but this caught the attention of the Institute of War.
- The Summoners now keep Gobomba's grounds quarantined, hoping to keep the ancient god contained.
