[Champion Concept] Reflex, the Speedster

So I've been a huge fan of Sonic the Hedgehog ever since I was a little kid, and I've been wondering just what he would look like on the Fields of Justice. Naturally we couldn't have the real Sonic out there, but a champion like him intrigues me. Full disclosure, this is my first attempt at anything even resembling champion design, so I encourage all of you to please let me know if these abilities/numbers need tweaking. So without further ado, I give you Reflex, the Speedster.

Passive: Gotta Go Fast! -Reflex gains critical hit chance based on how much bonus movement speed he possesses.

  • Q: Homing Attack/Lightspeed Attack
  • Mana Cost- 20/35/45/60/75
  • Cooldown- 8/7/6/5/4
  • Range- 700/750/800/850/900

Reflex leaps into the air and comes crashing down onto his selected target, dealing 50/60/70/80/90 (+0.55 AD) physical damage and landing a short distance away. If Reflex has Power of Chaos active, this becomes Lightspeed Attack, allowing him to strike up to five targets in succession, dealing 60/75/90/105/120+(1.0AD) to each target struck. Reflex then lands a short distance from the last target struck. Reflex cannot hit the same target more than once while using this skill.

Lightspeed Attack works by selecting the first target with Q, then Reflex will move from that target to the next within range, up to five targets. During Homing Attack, Reflex is vulnerable to CC but cannot be targeted by autoattacks until he lands. During Lightspeed Attack he cannot be targeted by CC until he lands or interrupts the attack; he is vulnerable to AoE damage and untargeted CC, aka the effect of Iceborn Gauntlet.

  • W- Spin Dash/Razor Wind
  • Mana Cost- 25+30/40/50/60/70 per charge
  • Cooldown- 15/12/9/6/3 seconds
  • Range- 800

Reflex curls himself into a ball and then launches himself in a direction. Spin Dash can be charged up to five times, but Reflex is immobile during charging. For each charge, Spin Dash executes faster and does more damage. Past three charges, Spin Dash gains a ricochet if Reflex hits terrain. Once released, Reflex rolls away at high speed, dealing 60/75/84/92/110+(0.6 AD) damage to any unit struck. If Reflex hits terrain with less than three charges, Spin Dash ends. Units struck after a ricochet are stunned for 1 second.

If Power of Chaos is active, Spin Dash becomes Razor Wind, creating a vortex of high speed winds around a target, dealing 80/90/100/110/120+(0.4 AD) damage for each second the target remains inside the vortex. The vortex remains in place for three seconds. Cast Range (Razor Wind)- 1500 AoE Range (Razor Wind)- 600

  • E- SpeedUp/Speed Illusions
  • Mana Cost- 50/50/50/50/50
  • Cooldown- 15/13/11/9/7
  • Passive- Increases Reflex's base movement speed by 5%/6%/7%/8%/10%.
  • Active- Boosts Reflex's movement speed by an additional 10% and his attack speed by 15% for 3/3.5/4/4.5/5 seconds. While on cooldown, Reflex loses the passive movement speed buff.

If Power of Chaos is active, SpeedUp becomes Speed Illusions, which create a series of afterimages that trail behind Reflex and mimic his actions. Targeted abilities and autoattacks have a 50% of hitting an afterimage instead of Reflex himself. The duration of this effect is 2/2.5/3/3.5/4 seconds.

  • R- Power of Chaos
  • Mana Cost- 100/150/200/250/300
  • Cooldown- 150/120/100/90/80
  • Duration- 5/6/7/8/9 seconds

Reflex imbues himself with the power of Chaos, granting him increased armor and magic resistance. He also gains access to a different set of skills while Power of Chaos is active. Reflex gains 10/15/20/25/30+ (0.3 AD) Armor and 8/12/16/20/24+ (0.6 AP) Magic Resistance upon activation.

Now I haven't gotten down how he'd scale leveling up just yet, and I've also realized that I'm not entirely sure what role he'd play in a team composition. He's obviously a melee character, so perhaps top lane, or even jungler would be feasible. Any suggestions and/or feedback would be appreciated!
