[Champion Concept] Skully, the Skeletal Scavenger

Skully is a skeleton, obviously, who collects bones from his victims to use in his abilities. He haunts the marshes, wherever they are. He's just a funny champ, IDK if the numbers are very balanced or what, but the concept is there.

He was initially supposed to be scary, but he turned out to be a pretty punny guy. His character is something akin to Fiddlesticks, and he says things like:

"I've got a bone to pick with you..."

"Storm's a' comin'. I can feel it in me bones!"

"I'm gonna bone you so hard..."

"Here today, bone tomorrow!"

"It's a boneafied miracle!"

"bone appetit!"
-
"I do all my work pro boneo!"

(note) I could go on with these puns for days, but I'll spare you the agony.

I was planning on making him as a pirate, but it's hard to scavenge for bones on the high seas. Skully turned out to be a marsh dweller. He could easily have a pirate skin though, and he'd obviously have the Jolly Roger flag waving around for that skin.

Skully uses a sword fashioned from a giant tooth (Baron Nashor's, perhaps?) for basic attacks.
###Abilities
####Passive: Scavenger
- Skully collects bones and uses them for his abilities instead of mana. He passively gathers 1 bone every 10 seconds, and can collect more from nearby slain units (similar to Thresh's collection of souls). Enemies and neutral monsters drop bones as follows:

- Skully must pick up these bones within 10 seconds or they disappear.
####Q: Knucklebones (cost: 5 bones) (3s CD)
- Skully winds up and punches a nearby target, dealing (25/40/55/70/85 + 0.3AD) physical damage and critically striking with his sharp knuckles. Every 10th punch using Knucklebones applies grievous wounds for 5 seconds.
####W: Patch-Up (cost: 10 bones) (25s CD)
- Skully uses some of his collected bones to fix himself up, healing for (6/7/8/9/10 + 0.03AP)% of his maximum health.
####E: Rib Cage (cost: 8/10/12/14/16 bones) (20s CD)
- After a 0.2 second delay, Skully places a cage of bones at an indicated target location, trapping enemies caught inside it for (1/2/3) seconds, and dealing (20/40/60/80/100 + 0.3AP) magic damage to those inside the cage.
- The first level of Rib Cage is basically just a single-person snare, but as you level it, the size of the cage grows, increasing the chance that you'll trap more than one person inside it. Enemies in the cage can move around within the cage, but cannot escape unless they have a flash/blink or cleanse etc.
- Once the cage ends, skully has a chance to recover (1/2/3/4/5) bones from the area.
####R: Funny Bones (cost: 7/14/21 bones) (90s CD)
- Skully scatters (7/14/21) funny bones over a large area. Enemy champions who step on these bones take (100/150/200 + 0.7AD) physical damage and stop to laugh for (1/2/3) seconds.
- Stepping on subsequent bones deals (60/50/40)% less damage, and enemies cannot be made to laugh twice within the same cast of Funny Bones.
- The Funny Bones remain on the ground for 20 seconds. Skully will not pick them up if he steps on them for the first 15 seconds, but for the last 5 seconds he can recover any remaining Funny Bones.

Skully is meant as a jungler, but he could probably do well in top lane as well, or in a support role. He benefits from building straight attack damage/armor penetration and ability power. Too much cooldown reduction could be dangerous, as you could run out of bones fairly quickly. I might build the following items on a jungle Skully:

Building HP on Skully could work. It would certianly give him a pretty solid self-heal and some nice damage from Rib Cage. I picture a support/tanky Skully build like this:
