Just wondering, but did you mean Move speed? because it already has CDR built in as a stat. If you did mean move speed, then I like the idea, it seems almost like a baby version of the part of Soraka's new passive that they are working on. The only problem is that this starts becoming a really expensive looking item for a support, but other than that looks pretty good, nothing huge but nice enhancements.

I don't think it's appropriate to have the increased movement speed passive; that should be unique to Soraka's new kit. Perhaps just a flat increase to 10% movement speed. Aside from that, I would very much appreciate this item. Even as it is now I get the Censer almost every game as Janna.
the only problem is that that means every support can have a weaker soraka passive now
I'd prefer to replace the as on allies to a 3 sec speedbuff . surviveability or catching up with some opponements is more important than that attack speed buff.
so my ardent censer would be: +35 ability power +10 mana regen +10% Cooldown reduction +5% Movement Speed UNIQUE Passive: Healing or Shielding a Unit grants them 15~30% movement speed.
Price: 2000 gold
not sure if the passive movement speed should work on yourself or not, because it could safe your life as some supports.. yet some champions could abuse that passive and that's what I'm afraid of. Probably we have to keep the offensive stats low and give it more defensive stats. maybe creating finally a item that gives armor and magic resist for supports would be neat..
