[Champion Concept] Elizan, the Temporal Tinkerer

Elizan could see the war coming, and did everything in his (at that time limited) power to stop the destruction of his city. He tried and tried to send copies of himself backward in time to warn the past of the impending doom, but nothing ever seemed to change. The city was destroyed in the war as Elizan looked on in horror. Many years later, Elizan was fiddling with a chrono-machine of some sort, when someone knocked on the door. Elizan opened it and to his surprise, there he was! Elizan thought someone was playing a trick on him at first, because the man at the door was a mirror image of himself. After an awkward conversation, Elizan prime (the one who opened the door) realized what had happened: he'd sent all those copies of himself into the future!
Within a week, the clock tower was cram-packed full of Elizans who wanted to help stop the destruction of their beloved city. They all set about studying temporal magic, each focusing on a different specialty or mechanism. While experimenting with space-time distortion techniques, one of the copies suddenly disappeared. He never returned, and the other Elizans assumed he had simply sent himself into the future, and would show up in a few years.
####Later (much later)
Zilean was tampering with his clock, winding various springs and adjusting gears here and there, trying to optimize its effectiveness. A knock on the door didn't distract him at first, but the visitor was persistent, and Zilean eventually went to see who it was. He opened the door, and almost had a heart attack; there he was, 5000 years younger, standing politely at the door.
"Come in, come in! I'm sure you have an interesting explanation for this." Zilean invited the young man in and offered him tea and bananas.
"I'm afraid I've made some sort of mistake, sir," the young man started.
"Well, first things first, what's your name, boy?" Zilean knew the answer would be Zilean, but he asked out of politeness.
"Elizan, sir." the man replied.
"Oh. That's interesting." Zilean fidgeted a bit. "I didn't know you would say that."
"As I was saying, myself and a great many copies of Elizan prime were studying temporal mechanics, trying to save our city."
"Yes, yes, temporal mechanics... wait, copies?" Zilean was puzzled. "What do you mean, copies?"
"Elizan prime tried to warn his people of a coming Rune War that would lay waste to his city by sending clones of himself back in time, but it didn't work. We all appeared in the future, after the city had been destroyed. We set about studying temporal mechanics in an attempt to reverse what had happened."
"To no avail, I presume?" Zilean had studied countless scenarios, none of which ever resulted in stopping the Rune War or saving the city.
"No sir, unfortunately not yet. But with the number of copies there, we were able to make vast leaps forward in theoretical temporal mechanics and experimental chrono-magic. I was working on space-time distortion techniques, attempting to bend time, and I must have made a mistake, because I ended up here somehow, and now I can't get back."
"Oh dear." Zilean shook his head. "Well, I don't know if I can send you home, but I've found a way to pass the time."
"What's that?" asked Elizan.
"Join me in the League of Legends, and I will teach you all I know about time!"
"All right, I guess it couldn't hurt. I might even have a thing or two to show you in return."
"That's my boy." Zilean smiled broadly.
###Brainstorming
I wanted to create another time-based champion, because Zilean is awesome, and most other elements have at least 2 champions in the league: Brand and Annie for fire, tons of damn ice champs (see what I did there?), Zyra and Maokai for plants, Nami and Nautilus for water, Janna and Yasuo for wind, and so on and so forth.
So I wanted another time manipulator, but I didn't want him/her to have the exact same kit as Zilean. What came out of it was a Zilean from an alternate universe: a younger version of the same (but different) man, still interested in tinkering with powerful temporal magic. Thus the name Elizan is an anagram of Zilean; he's essentially the same person, but much younger, and with a bit of a space-time twist instead of simply using chrono-magic.
###Abilities
####Passive: Time is Mana
- Each time Elizan casts a spell, the temporal flux it creates restores (Elizan's level)% of the nearest allied champion's maximum mana.
- If there is no allied champion nearby, Elizan restores his own mana, but the effect is reduced by 50%.
####Q: Temporal Trail
- For the next (4/6/8/10/12) seconds, Elizan tears space-time as he moves, leaving a temporal rift behind him that deals high magic DPS and applies a stacking slow of 12.5% per second.
- 8 seconds of walking on this trail results in a 100% slow for enemies, stunning them.
- note: Temporal Trail is Elizan's only direct source of damage, so it should have fairly high AP ratios to deal lots of damage.
####W: Hextech Futuresight Goggles

Using his special goggles, Elizan sees attacks coming and dodges them, taking (1/2/3/4/5 + 0.01AP)% reduced damage from basic attacks.

Elizan bends time around himself or an allied champion, blocking the next enemy ability.

note: Futuresight is disabled while Temporal Parallax is on cooldown.
####E: Distortion

On allied cast: Elizan reduces an ally's current cooldowns by (1/1.5/2/2.5/3 + 0.01AP) seconds. This spell cannot be cast on himself.

On enemy cast: Elizan increases an enemy's current cooldowns by (1/1.5/2/2.5/3 + 0.01AP) seconds.

note: It is important to realize that Distortion is not simply a silence. It will not add time to a spell that is not already on cooldown, so opening a fight with Distortion would be a waste of a spell. The spell is more useful once your foe has used two or three of their abilities, because then you can increase all of those cooldowns to effectively silence the champion.
####R: Chrono-clone
- Elizan makes a clone of an allied champion and sends it forward in time.
- After (30/20/10) seconds, the clone appears near Elizan and uses basic attacks to damage the nearest enemy target.
- The clone duplicates auras and on-hit effects such as sunfire cape and ravenous hydra, but does not have any life-steal or HP regeneration and cannot be healed, and lasts (20/25/30 + 0.01AP) seconds or until killed.
- Chrono-clone will appear after the designated time even if Elizan dies in that period. Elizan can control the clone's movement and target with the alt key while he is alive, but cannot control the clone if he dies.
- The clone's stats are as follows, some scaling with Elizan's AP:

###Additional Notes

Elizan is definitely a support champion. His passive along with Hextech Futuresight Goggles and Distortion allow him to protect his lane partner and give them greater sustain and poke potential. Temporal Trail is a great deterrent against people chasing Elizan, and provides a decent amount of CC. Chrono-clone can take a bit of foresight (of which Elizan certainly has lots), but forcing a fight when you know you've got an extra (kind of) team-member ready to leap into the fray and cause confusion and distraction is always awesome.

Elizan clearly benefits from building a ton of AP and CDR, but in a support role, tanky and support items are just as effective. I might build Elizan as follows:
