What the hell happened to Gangplank?
He used to be such a contested pick in the past. Did he got overnerfed, or just got overran by the number of Tanks?

He's going to be virtually non-existent once bandit and thumderlords goes the way of the dodo. Until people figure out the gloriousness of Tankplank.
That's the point of landing a Barrel to an ADC who will life steal back with Ardent post 7-8 min into the game.
The world's patch means you have to dumb the ADC right away otherwise they just lifesteal back and kill whoever was attacking them.
He likes fighting Tanks. Especially Shen. That wont be the issue.
Part of it is the meta for top lane for Pros. GP doesn't get to properly shine there because even though he isn't as terrible as people say he is early game, trust me I played a lot of lanes and won, some really well coordinated ganks can shut him down. In solo Q GP is like horribly undervalued early and apart of the problem is people going Critplank.
Critplank is basically going "I'll chop off my dick and hope it grows back in 30 minutes."
If people started doing Brusier GP more and giving themselves some kind of early game than I think he would be picked up a lot more. A brusier GP is 10x more able to go toe to toe with his enemies than a Critplank would be able too in the early game. You just get tankier and have a better, safer lane but less damage. You do focus more on picking people off and teamfighting compared to a Critplank who can waveclear in nanoseconds and spilt push for days.
I have been playing my fair share of GP this season and I have to say he isn't in such a terrible spot like the people are telling me.
I'm having HUGE sucess with him in rankeds (80% winrate in D5 as a one trick)
Nonetheless his main problem is the time he needs to effectively teamfight. It isn't his DMG output or the tanks he is facing.
A lot of people still go Critplank (wich is a HORRIBLE build in this meta), instead of Lethality GP. Critplank needs like 3 Items to truly pop off (2 of them being the most expensive items in the game), lethality GP needs 2 (1 of them being relatively cheap). You don't have the time to farm up for these 3 items since walking to your lane counts as mid game by now.
Next problem is his Barrels tick rate. Before lvl 7 forget to do ANYTHING with your barrels in a teamfight (or a larger scale fight since TF's pre lvl 7 are rare, let's say 2v2 with both junglers). After 7 you are able to more or less fight and after lvl 13 you become a monster.
His Tick rate used to fasten on lvl's 6/11 if you would revert that nerf he would be significantly better since you get all the item's you need for lethality GP by the time you are lvl 11-13.
Just any buffs that let's him scale faster are increasing his strength by an insane amount. The latest buff with the gold on Q is nice but that doesn't kick in in the early game, only after he already scaled so it isn't that useful (Buff nonetheless so im still happy ^^)
I can't say much about bruiser GP since I hate that build and I don't play it.
But yeah any changes that let's him scale faster or let the games take longer and boom, there you have pick or ban GP again.
Edit: Keep in mind I play 80% of the time Mid GP and 20% top GP
I think if you buff Gangplank to the point where he can resist the coordinated shut down and ganks of pro play, he'll just become an unstoppable monster in solo queue.
