You have indeed been away for a while. The 10-ban system was something talked about heavily over the second half of last season. During preseason, they confirmed that it would be implemented into the entire T-Realm competitive scene, including primary and secondary leagues of major and minor (wildcard) regions at the start of this season. The system will eventually come to regular client with no confirmation date as of yet.

They said it would come to the regular game when they got everyone on the new game client. Although they haven't yet said when they will force everyone onto the new client.
