Riot should hard-lock default skins in tournaments.
We all know they can't into proper 'cosmetic' skins and therefore in ranked and tournament matches, lock out non-standard skins for balance purposes.

If you're blaming a loss on which skin your opponent selected, .. I don't think you should be joining ranked or tournament matches
Only a few skins ran into balance issues, I don't see why they should hard lock skins for ranked or tourneys.
So if you never have any framerate issues you should easily be running between 30 and 60 fps. ... You realize that 7 frames at even 30 fps is slightly more than 1/5 of a second, 1/10 if you're at 60. ... You're honestly trying to tell us that if you had that extra fifth (just to give you the benefit of the doubt) of a second, you could dodge their skillshot?
You are really upset about that J4 thing, arent you?
Count with me now to 1/5 of a second .. Wa
Seriously dude, this is the worst case of "It's not my fault" I have ever seen. I guarantee you that if any pro player tried to make the argument that they lost because 'enemy's skin is too OP' they would get their asses laughed off stage. But again, I will humor you, because I'm generous. So you have identified that when a player picks a certain skin, there is a slight discrepancy in their animations. Instead of crying about it, why don't you just make a note of it and adjust your play style accordingly for the rest of the match and for anytime you face a champion with that skin going forward?
I believe certain skins are banned from LCS, maybe they could implement that into tournament draft.
What is your average frame rate while playing League?
