Viktor isn't the easiest champion to play, just like Varus isn't the easiest ADC to play in the current meta due to all this mobility. Along with other varying factors. But in the right hands you can be godlike, just because some people had bad games with him doesn't mean he's trash. There's a lot of nuance to it.
