I feel that riot will often overbuff if the community perceives a pick as weak

the top winrates for jungle and top, as well as the "best" toplaner are all champions that riot overbuffed after the community asked for it. Fiora got massive buffs as a "hotfix" when she was just like yasuo in the sense of being hard to figure out. Skarner got way ovebuffed when he just needed a few tweaks on PBE. Garen got the same treatment as skarner too.

not our fault they literally go ham on buffs. It's their fault they dont SLOWLY buff them

garens initial iteration was shit. he literally kited himself.

if they want to remove power from him, remove the true damage on auto attacks against the villain. he doesnt auto attack a lot anyways it doesnt feel like its needed considering his playstile.

increase his aoe damage and tune the isolation damage down a bit (like 25%). OR just have the isolation damage scale up with rank.

dealing damage to multiple targets feels kinda weak now, while the single target damage to a villain is pretty crazy.

Fiora definitely wasn't just hard to learn; her mobility was far too low for her ult to even be usable against anyone who wasn't a potato. I expect her win rate to settle down a bit as more data comes in, and then we can figure out if we need to change her. I do agree with your general point though. Riot consistently buffs "weak" champions that the community thinks are bad but actually aren't, and then we suddenly have a new OP champ on our hands. I'm personally looking forward to Sona's 56% win rate when they buff her.
