No she is here because she is the unholy spawn of a utility Support AND a poke Support.

She is there because these teams value the utility she brings versus grabbing a top lane or jungle pick first. By picking your support you force your opponents to have to play at least one bad matchup because they have to show you either a complete bot lane, their top, mid, or jg. Because of this you can now ensure an easier life for this lane by putting them into a favorable matchup. Also hyou get the utility that Lulu provides as a bonus.

Heaven forbid a support is a priority in a team oriented game that would then enable the carries to actually carry with out need to worry about certain aspects. Support priority is not a new thing it has shown up in every season since the beginning of the LCS at some point. It is because the teams recognize the strengths that these supports bring to a team comp that they want to run. Does that mean they need nerfs? No, it means that teams value utility choice early to allow their carries a chance at a favorable matchup.
