Now top lane is filled with bunch of wussy ranged top 
, and sometimes overused 
(of which the Tahm I don't mind, but still....).
Hell, even I saw a game where someone had to use 
top just to rekt a 
top. I mean, I know it's meant to counterpick hard, but that's just looks BM as fk.
First and foremost, that wasn't just a Lucian top, that was a Cabochard Lucian top. The same guy that played Morgana (4 times) and pre-rework GP and Gragas and Diana top in 2015. That's a heavy outlier that can be ignored from a balance perspective.
And second, Quinn is mostly there to counter select melee champions (Fiora) and Graves is there because he was absurdly OP before his 6.3 nerf. Mao'Kai is rarely played and Tahm Kench's usage has been waning a bit. I've been seeing a lot more Fiora, Poppy, and GP.
