does the arbitration process in the AUP extend to the message boards?

I honestly can't say, nor will I attempt to offer any even half-way official legal input online. I believe all of Riot's servers are subject to that policy, as you need an account to post on the boards and have thus agreed to the terms of use, but you would need to speak with an actual legal professional for any meaningful answer to this question.
