However then General is full of non general too so... ok whatever..

If you see a post that you believe violates the rules, hit the report button.
That will send it to the moderation queue.
The mods don't read every post.
General Discussion is kind of the catch-all for everything. But like Silent Gravity said, if you see something that you feel like would be better suited in another sub report it. Unless someone is consistently posting in the wrong sub we don't usually punish for those.
