@Riot, you are nerfing Lulu's whimsy all wrong.

You need to remove all of her AP utility scaling. This means no +%MS scaling on her W.

AP utility scaling was in general a bad idea for Lulu. Support Lulu barely sees any use out of it due to the importance of other support items combined with her lack of farm as a support, so basically what you have is solo lane Lulu being a huge abuse case of this utility ratio. This nerf does nothing to address the fact that solo lane Lulu can easily get whimsy to give her and whoever she wants around +80% movement speed.

This current nerf just hurts support Lulu a lot more than solo Lulu.

Really, they just need to remove it off of Whimsy

Movement speed buffs need to be better controlled and static compared to the others. They're far too game-changing compared to other effects, as there's really a very limited amount of +movement speed in the game.

I'm certain any other ratios Lulu has can be controlled. But not the mobility.

Do not get rid of the utility scale but use a different stat (NOT ABILITY POWER) to scale her utility. Riot is so blind to the fact that ability power utility scale is not helping support lulu but instead solo lane lulu. Now they are nerfing her to the point where she is loosing her viability as a support.

I know riot said they want to give a weakness to lulu in top that wont hurt her in bot lane to much and I think the best way to do this is increase the block from her shield but make she cant use on herself. Would hurt her tankiness in top lane while helping your adc get more protection.
