Silence isn't silencing Zoe

She can reactivate her Paddle Star while unable to cast abilities.

This is not consistent with similar re-cast abilities (e.g. Lux and Gragas), nor what players expect to happen, nor even fair considering that stopping her from casting is her only counterplay.
