Unable to use hotkeys unless I disconnect and reconnect

I've noticed that this bug seems to happen when I tab out of the game. I play the game in borderless. This has almost always happened at random times. I noticed it used to happen more when I would tab out during load screen, but for the first time, it's happened after I've already gotten into game. I tab out to check something, tab back into the game, and my hotkeys aren't working anymore. I can left click on them to activate them, but I can't cast my abilities with Q W E R. Please fix this bug. It really sucks when you have to go afk for one of the early minutes of lane phase so you can use hotkeys again. (Have to disconnect and reconnect for it to fix).
