Anybody else have the All Chat spectator bug??

I see the little eye where it says allow Chat, that's turned on. I've toggled it on and off. still doesn't work. I've checked interface, still doesn't work. I've tried everyone that should allow me to see it and it still just doesn't work. Nothing, I have a friend playing talking in all chat and I can't see anything. No GG's or anything
