Auto-Declining matches?

I queued up for a few different gamemodes but hit cancel once they all got around to 10 minutes without so much as a single match found. Thinking I might just have to restart the client, it tells me that I have either abandoned game during champ select or declined too many matches and had to wait for another 13 minutes.
