Flash Bugged?

Happened to me a few times and I just saw it happen to two different streamers in the last 10 minutes. Always seems to be in top lane (not sure if relevent). The bug is that flash just flashes in place instead of where your mouse cursor is.

If your mouse is hovering over certain areas of your champion HUD, abilities attempt to self-cast, so target directly where the champion is (or was a split moment ago if moving). This bug affects all skillshots and aimed abilities.
