Fiora's passive tooltip won't show!

So it's not a game breaking bug, but Fiora's tooltip passive won't show when you hover over the icon. If you're interested in how much damage your vitals do, how much health you heal per vital, or how much movement speed you receive per vital, well it's kinda hard since the tooltip won't show.
