Glitch/Bug idk

I was in my promos so I could get back into silver 2 and then my internet craped out. I tried to pick a champ but it wouldn't let me. IT showed me the message that they were sorry and to report it if it happens again but it still made me lose 1/3 of my promos. Is this a glitch?
