Dragon buff 5 BUGGED

I am obsessed with move speed. One of my favorite things to do is play with ap move speed because no one knows what to do against it other than cc lock. So a while ago I was playing and we were winning the game by a fair amount. We got the 5th dragon buff. My move speed did not change. This made me confused as it was supposed to increase by 5%. What makes this a real issue though is that when the 5th dragon buff ended I LOST MOVE SPEED. It revoked 5% after the buff was gone but it hadn't added 5% when we got the buff. I want this to be fixed because move speed is the best stat in the game.
