[client] Champ select and party lobby bugged

This bug happened to me today and happened to my friend yesteraday. yesteraday I was duo queueing with my friend, he was gonna lock in his champion, there was 5 seconds left, the lobby automatically dodged saying he did not lock in his champion. but both my friend and I had witness clearly that there was 5 seconds left for him to lock in. today I was just solo queuing, my team was red side, the 1st and 2nd pick of my team locked in their champion, I was 3rd pick, and when it was my turn to pick it automatically dodged saying I did not lock in a champion.

and once every 2 or 3 times when I launch dynamic queue it will say "an error has occured you should restart you client".

This bug did not happen before patch 6.9, I am very certain it is not a problem with the connection because I have consistant 30 ms pings in game. The bug has caused some very unpleasant experiences, please fix it.
