Marksman - Top Lane Mage - Jungle Support - Jungle Assassin - Jungle

Is this intended behavior to promote uncommon roles in certain positions, or a bug? If I reload Team Builder I see the common suggestions of Support and Marksman Bot Lane again.

I think it is weighted by total wait time for a role.
