Problems with the new Ornn passive

After reaching level 13, two of my upgradable items are upgraded like it is supposed to, but I couldn't upgrade my teammate's items. There were no indications of being able to upgrade their items, and nothing worked when I tried to right/left click them.

At 13 it upgrades your items and every level after that it gives you a point to upgrade a teammates item so you have to wait for 14 to upgrade a teammates item.

Also you can only upgrade one teammate item at a time per level starting at 14.
