Rageblade passive occasionally doesn't work at 2.5 attack speed (on Jax)

While I was playing Jax earlier today I went full damage and attack speed and I noticed that wasn't reliably making my ult hit every other attack occasionally. It was really throwing off my game, maybe something to look into
