Evelynn E not working on Champions after being dodged by Jax

As title says, just played a game where I wasn't able to cast E on enemy champions after I had it dodged by Jax early on the game. There were some times where it became cast-able but only when not empowered. Not too sure what else to say, it was a really weird bug and ended up costing me my promotion series.
