Annie Stuns and Tibbers bugging out.

I just played a game where both Tibbers kept derping out and just wouldn't attack anything as well as 2-3 cases where Annie's stun wouldn't work. I could drop her ultimate on top of their head and it just did nothing and they insta-killed me. It deals its damage, but doesn't apply the stun. They had no spell shields that I'm aware of, unless Yasuo's shield blocks incoming CC while it's up or something. (Let's be honest, with as overloaded as he is, it wouldn't surprise me that he has a spellshield)

Can you please fix Annie because this is the first game I've played of her in months and she's instantly bugging and just being genuinely worthless to play without her passive.
