Team Builder Bug, Role selection, Runes, and Masteries

So, I went into team builder and, oddly, my settings were already loaded, pantheon, top lane, fighter. I waited in queue for like 10 minutes, it was taking a long time so I restarted my queue. Oddly, all my previous settings were loaded once again, champion selected and all. I went ahead and reselected all my options. This time, the queue took only a short time to find a lobby.

One game, I chose Cho'gath and went into queue. Again, it took a long time, so I exited and went to choose my settings. This time I only chose to fix the role and lane. I went into game, as usual, and I noticed, I was considerably weaker. I checked my stats, and NONE of my masteries had loaded... although my runes did. So I lost that game due to a weaker early game.

I don't know if the runes are bugged as well, but I haven't noticed anything.

Maybe this is only happening with me, but if this is happening with you, feel free to comment.

EDIT: I played another game as Cho'Gath, and I reset all my settings.
