Veigar Definitely Stops Them Alright....

So the tool tip says it stops and stuns the target if they try to pass through the pillars of Event Horizon, just it functions the exactly the same as the previous patch as in it only stuns them but they still complete their dash. Oh, and by the way the delay is still very inconsistent (delay is longer than intended / what it is suppose to be)
