You guys need to look at the prices. 1950 RP High Noon Yasuo with a 1560 discount?

You need to look at the prices. The price includes the champion and the skin. Yasuo is 975 and the skin is another 975 for a total of 1950. 80% of 1950 is 1560. There is nothing wrong with those prices.

If that's the case, have him shoot us a ticket. Player support would be able to see that the account has the skin already unlocked, and should be able to force a purchase of the skin, should he want it.

I will talk with him. Thanks for the support.

Yep, that's correct. If you don't own the champion, the price is inclusive of both the skin and the champion. Purchasing the skin separately (i.e. with IP) would drop the price!
