For instance if you use an Elixer of Skill you get your Passives of Divine Ascent at levels 5, 10, and 15, even before you level your ultimate, but just add soon as you level any ability.
Not sure if multiple Elixer of Skill could lower this further, however since Elixer doesn't raise champion level this doesn't seem intended.

Romans VI XXIII2 votesDisciption links it to Lvl, but its definantly locked to total skill points applied, as you do not gain the extra parts at lvl 1/6/11/16 until u have applied your skill point. Even at lvl 1.
U can still be melee at lvl 18 if you havent applied any skill points since lvl 11.
