Huge ping and fps issue since last patch

Game being nearly unplayable, fps going down to 40 during teamfights (when I usually run at 140+) MS going up to 200+ after using an ability, not randomly, only after some abilities are being used, and yes I'm 100% sure it's from the game because I'm using other stuff during it, such as youtube to listen to music (no buffering, 1080p playing).
