Diana, Galio, Kayle, and Teemo mana changed by accident? (8.9)

In the 8.9 patch notes it lists Diana, Galio, Kayle, Morgana, and Teemo as having a mana regen change but no base or growth mana change. However in the client, All of those champions except Morgana have had their base mana increase, and mana growth decrease.

I am not certain if this was intended or not. But since I can't find any explanation or update, just letting you know!
