That's not a bug, and I think you know that and are simply unhappy with the way the mechanic works. Don't report non-bugs as bugs; the people that look through these have real bugs to track.
Alternatively, I suggest posting in the Gameplay & Balance board, asking that her Ult be limited to only allies that can be targeted.
