Game started 30 seconds behind everyone else

Probably the weirdest bug I've ever come across. I was playing Nunu and from the start of the game (start time showed 0 for me) I noticed that my allies and enemy champions seemed to be attacking nothing at all. Then I realized...that my camps also spawned way early based on the timer. Finally it dawned on me that somehow the game was loading for me behind the time of everyone else where the champions acted properly but non-champion pieces of the system were all behind by 30 seconds for me. Restarting the game sort of fixed the problem but not completely.
