I dont think Sion has his Ultimate Skin in Urf

I dont think I missed anything about it being removed from the game, let's hope, but when i got Sion in Urf, I was on his base skin, with his ultimate nowhere to be found.

At the time of you writing that post, it was briefly disabled due to a bug. A fix was pushed live soon afterwards, so most people probabky didn't even notice it was gone!
